ETSI - Überwachung des 6G-Mobilfunkstandard durch Polizeibehörden und Geheimdienste!

In ca. 5 Jahren, also 2030, soll der 6G-Standard dem bisherigen 5G-Standard nachfolgen. Obwohl rein technisch 6G bislang nur in Studien sowie experimentell vorliegt, haben sich im September die Mobilfunkanbieter, die Technikanbieter sowie diverse Polizeibehörden und Geheimdienstvertreter der EU und Großbritannien sowie USA beim „European Telecom Standards Institute (ETSI)“ getroffen!
Dieses sogenannte Kick-Off Meeting fand natürlich sehr leise für die Öffentlichkeit statt, da das Thema der Zusammenkunft eine wahnsinnige Brisanz in sich trägt…

Deutschland wurde staatsseitig durch die ZITiS vertreten, die entsprechend von Mitarbeitern und Technikern vom BND und dem militärischen Part, vom MAD repräsentiert wurden. BKA und andere Polizeibehörden waren ebenfalls anwesend!
ZITiS hatte zum Einstand des Meeting einen großen Vortrag inklusive einer PP-Präsentation mitgebracht…

3	Justification
As 3GPP works to define new system requirements, architectures, and security for 6G, it has become evident that at least some of the existing 4/5G Lawful Intercept solutions will need to be modified to accommodate these changes. This study will attempt to provide an analysis based on SA1, 2, and 3 work within their 6G studies of the changes required within SA3-LI to continue to provide lawful intercept capabilities where required under regulation. The study will cover both topics that have no dependencies on other working groups (SA3-LI internal), e.g. Post Quantum for LI system, as well as topics with dependencies on other working groups (SA3-LI dependent), e.g. LI architecture for 6G.
NOTE: This study should assist in driving the liaison process between SA3-LI and other 3GPP WGs, enabling feedback and consideration for 6G LI requirements.
4	Objective
The objective of the study is to evaluate changes necessary within the SA3-LI specification series that arise from the changes made to system requirements, architecture, and security for 6G. The study will be formulated in a single multi-part document with the following functional split:
-	SA3-LI topics with no dependencies on other WGs (SA3-LI internal).
-	SA3-LI topics with dependencies on other WGs (SA3-LI dependent).
The following subtasks are foreseen:
-	SA3-LI internal topics subtasks:

•	Study Stage 2 and State 3 functional split.
•	Study ASN.1 usage, release schedule, and protocol analysis.
•	Study the impacts to LI when services are in RAN/edge.
•	Study how to migrate the existing LI architecture to Post Quantum.
•	Study security model for potential upgrades/threat analysis review.
-	SA3-LI dependent topics subtasks:
•	Study how the proposed 6G requirements and use cases, e.g. cloud services, system-wide artificial intelligence, impact Lawful Intercept capabilities.
•	Study how the candidate 6G architectures will impact existing LI solutions as defined in TS 33.127 and TS 33.128.
•	Study how the LI system interacts with 3GPP service layer with limited visibility.
•	Study whether and how newly defined 6G security requirements may impact LI capability.
•	Study impact of non-terrestrial network architectures on LI capability.
•	Study whether and how modularity of the LI specification series would be undertaken.
•	Study whether and how new services introduced in 6G may require updates to TS 33.126 requirements.
•	Study impacts of 3GPP user consent profile on LI requirements.
•	Study impacts of newly defined “planes” and “data framework” on defined LI capabilities.
•	Study LI impacts due to legacy interworking e.g. 4-6G, 4-5-6G, etc.

NOTE: The outcome of the complete study will result in LI specification series modularity requirements.
